Background of the Study
Waste management is a critical issue in urban areas like Lagos, where population growth and industrialization have led to increasing waste generation. Effective waste management requires not only adequate infrastructure but also the participation of businesses and individuals in waste disposal programs. Waste disposal taxes are one policy tool used by the Lagos State Government to address this challenge by incentivizing proper waste disposal and encouraging environmental responsibility (Nwachukwu & Adebayo, 2023).

Lagos State has implemented various waste disposal taxes and fees as part of its efforts to improve waste management. These taxes are intended to fund waste collection services, promote recycling, and encourage citizens to engage in environmentally friendly disposal practices (Olumide & Ayinde, 2024). However, the effectiveness of these taxes in improving compliance and reducing waste-related environmental issues remains uncertain.

This study examines the impact of waste disposal taxes on compliance with waste management regulations in Lagos State, focusing on the extent to which the taxes encourage proper waste disposal behavior among residents and businesses.

Statement of the Problem
While waste disposal taxes are an important tool for funding waste management programs in Lagos State, compliance remains a significant challenge. Many businesses and residents do not fully comply with waste disposal regulations, leading to issues such as illegal dumping and inefficient waste management practices (Ogunleye & Ogundele, 2024).

This study investigates the effectiveness of waste disposal taxes in improving compliance with waste management regulations in Lagos State and offers recommendations for enhancing the policy’s impact.

Objectives of the Study

  1. To assess the implementation and impact of waste disposal taxes in Lagos State.
  2. To evaluate the level of compliance with waste management regulations following the introduction of waste disposal taxes.
  3. To propose recommendations for improving compliance with waste disposal taxes.

Research Questions

  1. How are waste disposal taxes implemented in Lagos State?
  2. What is the level of compliance with waste management regulations in Lagos State?
  3. What measures can improve compliance with waste disposal taxes in Lagos State?

Research Hypotheses

  1. Waste disposal taxes in Lagos State have a significant impact on compliance with waste management regulations.
  2. Higher compliance with waste disposal regulations leads to better waste management outcomes in Lagos State.
  3. Improvements in waste disposal tax policies will increase compliance and reduce waste-related environmental issues.

Scope and Limitations of the Study
The study focuses on the waste disposal tax policies implemented in Lagos State between 2023 and 2025. Limitations include challenges in accurately measuring compliance rates and accounting for other factors affecting waste disposal behaviors.

  • Waste Disposal Taxes: Fees imposed on individuals and businesses for the proper disposal of waste, typically used to fund waste management services.
  • Compliance: The adherence to regulations and policies, including waste disposal practices in line with government directives.
  • Waste Management: The collection, transportation, disposal, and recycling of waste materials in an environmentally responsible manner.
